you must have a better scanned version and then trace it in Illustrator. or you cam improve the version traced in a previous comment (make sharp angels more rounded) but tracing need accuracy and...

Better scan!

This thing needs a lot oh hand work! but if you can get a better scan (high reselution) you can trace it better and need just a few hand corrections... Do you have a better scan? (hi res)
